What Is Seawall Inspection?

A seawall inspection is the systematic condition survey of a coastal-protection structure — a seawall, rock revetment, breakwater, bund or armoured embankment — across the full height it occupies, from the exposed crest at the top to the submerged toe founded on the seabed. Unlike a building facade, a seawall is only partly visible at any moment: the tide covers and uncovers its lower face, and its foundation always sits underwater. That geometry is what makes a proper seawall inspection a combined above-water and below-water exercise rather than a simple walk along the crest.

We approach a seawall as three distinct zones. The crest and upper face are dry and reachable, and a drone images them rapidly and completely. The splash and tidal zone — the band that is alternately wet and dry — is the most aggressive environment on the whole structure and the hardest to inspect on foot. The submerged toe, where the wall meets the seabed, is where the most dangerous defects hide, and only an ROV or diver can reach it. A meaningful inspection has to cover all three, because a defect in one zone is very often the consequence of a problem in another.

Why Seawall Condition Matters

Seawalls and revetments exist to hold the line between the sea and the land behind it. In Singapore that land is frequently reclaimed and low-lying, and the wall is all that stands between wave attack and the roads, utilities, industry and reclaimed platforms it protects. A seawall that quietly loses condition is a flood-and-erosion risk that does not announce itself until it fails.

These structures degrade in ways that are largely invisible from the crest. Waves reflecting off the face scour the seabed at the toe, deepening the water in front of the wall and removing the support it stands on. Individual armour units or revetment rocks shift, settle or are pulled out of position by wave action, opening the layer beneath to direct attack. Concrete facing cracks and spalls under salt, wetting and drying, and thermal movement. Joints and weep holes fail, and fill material behind the wall is drawn out through the openings, leaving voids and washout that hollow the structure from within. Any one of these can progress slowly for years, and then accelerate — an undermined toe or a lost armour section can lead to a localised breach that floods the land behind.

Inspection is what converts this slow, hidden decline into information an asset owner can act on. A clear picture of where the toe is scouring, where armour has moved, and where the facing is cracking lets maintenance be planned and budgeted deliberately, rather than paid for as emergency repair after damage has already been done. That is the core purpose of coastal-protection asset management, and a good condition survey is its foundation.

The Three-Zone Problem a Combined Survey Solves

The reason seawalls are difficult to inspect well is that their three zones each defeat a different method. Walking the crest tells you almost nothing about the toe. Sending divers to swim the whole length is slow, costly and hazardous in surf and current. A drone alone stops at the waterline. The solution is to match each zone to the tool that suits it.
