What Is HDB Facade Inspection?
HDB facade inspection is the systematic assessment of the external walls, ledges, parapets and finishes of a Housing & Development Board block to confirm they are structurally sound and safe for the public below. It is not a separate legal category — an HDB block sits inside the same Periodic Facade Inspection (PFI) regime under the Building Control Act that applies to every other building in Singapore. What makes it distinctive is the building type: repetitive reinforced-concrete slab and point blocks, often several decades old, with long corridor facades, projecting ledges and, on older estates, ceramic-tiled external walls.
An HDB block qualifies for periodic facade inspection when it is more than 13 metres tall and obtained its Temporary Occupation Permit more than 13 years ago. That threshold captures a very large share of the public housing stock. Any block from around six storeys upward clears the height trigger, and the many blocks built in the 1970s, 1980s and 1990s are well past the age trigger. Once an HDB block qualifies, its full external facade must be inspected every 7 years by a competent person, and a report submitted to BCA — exactly as for a commercial tower or private condominium.
The reason this matters so much for HDB is scale and exposure. These are homes with people, walkways and playgrounds directly beneath them, and the characteristic HDB defect — a piece of concrete or a tile working loose and falling — is precisely the hazard the PFI regime exists to prevent. A thorough facade inspection is how that risk is found and graded before anything detaches.
Who Is Responsible for HDB Facade Inspection?
The facade-inspection duty falls on whoever is responsible for the common property of the block, and for HDB that depends on how the estate is managed. For the common areas of ordinary HDB precincts, the responsibility sits with the managing agent appointed by the Town Council, which administers the estate on behalf of residents. For privatised HUDC estates, en-bloc redeveloped sites and mixed-use developments with strata subdivision, the duty holder is the MCST (the management corporation) instead.
Whichever body holds the duty, its obligation under the Building Control Act is the same: when a block qualifies, or when BCA issues a facade inspection order, the duty holder must appoint a competent person — a Professional Engineer or Registered Architect registered with BCA for facade inspection — to carry out and sign off the inspection and submit the PFI report. The competent person may be supported by an inspection team and by specialist survey providers such as ourselves, but the professional endorsement and BCA submission remain theirs. The form of an HDB block plays directly to a drone's strengths. Tall slab blocks present long, repetitive facades with many identical units, stacked corridors and rows of near-identical ledges — a geometry a drone can capture rapidly and consistently, holding the same standoff and image scale from the ground floor to the roof. Every ledge, drip edge, corridor face and parapet on every elevation is imaged in a single planned flight, rather than sampled along the handful of vertical drop-lines a rope-access team can reach.

Traditional access means cordoning off common areas — walkways, void decks and drying yards that residents use every day — and rigging rope-access or gondola works for weeks. A drone inspects from the air with a minimal ground footprint, so residents keep using their block while the survey proceeds. There is no contact with the facade, no loading of already-suspect ledges by climbers, and no work-at-height exposure for inspectors.

HDB Blocks Under Singapore's PFI Regime
Under the Building Control Act, a building — including an HDB block — that is more than 13 metres tall with a Temporary Occupation Permit more than 13 years old must undergo periodic facade inspection every 7 years. The inspection must be led by a competent person (a BCA-registered Professional Engineer or Registered Architect), who assesses the whole external facade and grades every defect using BCA's three-category system.
For HDB facades those categories map onto the defects above. Light staining or minor cosmetic paint issues are Category 1 (monitor). Progressive problems such as localised render debonding or coating breakdown that has not yet reached the structure typically fall into Category 2 (repair within a set timeframe). The defects that threaten falling debris — active concrete spalling at ledges, and loose or debonded tiles that could drop onto a walkway — are Category 3, requiring immediate rectification and, where necessary, protective hoardings or canopies while repairs are arranged.
