What Is Curtain Wall Inspection?
A curtain wall is the lightweight, non-load-bearing external envelope that hangs off a building's structural frame. Unlike a masonry wall, it carries only its own weight and the wind and seismic loads acting on it, transferring those forces back to the floor slabs through a grid of aluminium mullions and transoms. Because a curtain wall is essentially a skin of glass, metal and sealant suspended dozens of storeys above the street, its condition is a direct public-safety matter — and inspecting it well demands more than a general visual walk-around.
Curtain wall inspection is the systematic assessment of that glazed envelope: the glass, the framing, the joints that seal it, and the concealed brackets that hold it to the structure. In Singapore it forms part of the mandatory Periodic Facade Inspection (PFI) regime under the Building Control Act, which requires the entire external facade of qualifying buildings to be professionally examined at regular intervals. Curtain walls sit at the centre of that obligation because so many of Singapore's commercial towers, hotels and newer condominiums are fully glazed.
What makes curtain walls distinct from a plastered or tiled facade is that most of their critical components are hidden or difficult to reach. A failing structural silicone bond, a perished gasket, or a blocked drainage cavity gives little warning at street level, yet any of these can allow water into the building or, in the worst case, allow a glass pane to work loose. A dedicated curtain wall inspection is designed to surface exactly these hidden failure modes before they become incidents.
Why Curtain Walls Need Specialist Facade Inspection
Singapore's climate is unusually severe on glazed facades. Sustained high humidity, intense ultraviolet exposure, monsoon-driven wind and rain, and a daily thermal cycle all attack the materials that keep a curtain wall watertight and safely fixed. Silicone and gaskets harden and shrink under UV; aluminium framing expands and contracts every day, working the joints; and wind-driven rain finds any weakness in the weather line. Over a 15- to 30-year service life these stresses accumulate into the defects a facade inspection is meant to catch.
Curtain walls also manage water differently from solid walls. A well-designed system is not simply "sealed" on the outside — it uses pressure-equalised drainage cavities and weep holes to control any water that gets past the outer line and drain it back out. When gaskets fail or weep paths block, that drainage stops working and water is driven into the building interior. Diagnosing this requires reading the system as a whole, not just spotting cracked sealant, which is why generic facade checks often miss curtain wall problems until staining appears indoors.
Finally, the consequence of failure is severe. A detached glass pane or spandrel panel falling from height in a dense urban environment is precisely the risk the PFI regime exists to prevent. Structural sealant glazing and mechanical anchorage are therefore inspected with particular care, because their failure modes are the ones that put people below at risk.

Curtain Walls Under Singapore's PFI Regime
Under the Building Control Act, buildings more than 13 metres tall that obtained their Temporary Occupation Permit more than 13 years ago must undergo periodic facade inspection every 7 years. That obligation covers the whole external facade — the curtain wall is not a separate or optional element. When BCA issues a facade inspection order, the appointed competent person must assess the glazed envelope alongside every other cladding type on the building.
Curtain wall findings are classified using BCA's three-category system. Minor cosmetic issues such as light staining are Category 1 (monitor). Progressive problems like gasket failure and localised water ingress typically fall into Category 2 (repair within a set timeframe). Structural sealant bond loss, anchorage failure, cracked or detached glass — the defects that threaten falling debris — are Category 3, requiring immediate rectification and, where necessary, protective canopies.
