What Is SAC Accreditation for Drone Inspection?
The Singapore Accreditation Council (SAC) accredits inspection, testing, and calibration organisations. SAC accreditation for drone inspection means the company has been independently assessed and certified to meet international standards for competence, impartiality, and quality management.
For building owners, SAC accreditation provides critical quality assurance — validated methodology, demonstrably competent inspectors, calibrated equipment, and controlled reporting processes.
In Singapore's built environment, where inspection results affect public safety, the quality assurance from SAC accreditation is valued by PEs, BCA, and building owners who need confidence in findings.
SAC Standards for Inspection Bodies
Personnel Competence
Documented qualifications, training records, and demonstrated competency. Ongoing development and assessments required.
Validated Methods
Documented, validated methodologies consistently applied. Covers flight planning, image capture, defect classification, and analysis.
Equipment Calibration
Drones, cameras, thermal sensors maintained, calibrated, and verified. Calibration records are auditable.
Quality Management System
Document control, corrective actions, internal audits, management review, and continuous improvement. Every process controlled.
Benefits for Building Owners
- Reliable Results — accredited inspections use validated methods by competent personnel.
- Regulatory Confidence — BCA and PEs recognise SAC-accredited data for compliance.
- Consistent Quality — same methodology every time. Comparable results across cycles.
- Impartial Reporting — findings objective and uninfluenced by commercial pressures.
- Traceable Records — from pilot credentials to camera calibration — complete audit trail.
- Dispute Resolution — accredited data withstands scrutiny because methods are independently verified.

Frequently Asked Questions
Accredited and Non-Accredited Providers in a PFI
In 2023, BCA, IES, Enterprise Singapore and GovTech launched an accreditation scheme under SAC for inspection bodies that use unmanned aircraft for building facade inspection. Accreditation is assessed against the international standard for inspection bodies and covers the provider's processes, competence and quality controls, not just its equipment.
The practical difference for a building owner shows up in approvals. Under BCA circular APPBCA-2025-09, imagery from an accredited provider can feed into a PFI through the standard route, while a provider outside the scheme needs written approval from BCA for each job. Either way, the Competent Person must notify BCA before the drone work, attend the flights and review every image personally.
When you compare providers, ask directly whether they are accredited under the scheme and, if not, how they will obtain the per-job approval and how long that adds to the programme. Accreditation status can be checked against SAC's published directory rather than taken on trust. Our drone facade inspection page explains how capture fits into the PFI process.
