What Is Tile Cladding Inspection?
Tile cladding inspection is the systematic assessment of the external wall tiles that finish a building's facade — the ceramic, homogeneous (porcelain), mosaic and natural-stone tiles fixed to the outside walls. These are not floor tiles: they are decorative and weathering skins applied to concrete, brickwork or plaster, often across the full height of a tower. Enormous numbers of Singapore buildings from the 1980s through the 2000s — private condominiums, HDB blocks, offices and shophouses — were finished this way, and those tiled facades are now decades into service.
The purpose of the inspection is to determine whether each tile is still safely and securely attached to the wall behind it. That matters because most external wall tiles are held on by nothing more than a layer of cement-sand mortar or tile adhesive. When that bond weakens, the tile can drop from height. Assessing a tiled facade therefore forms part of the mandatory Periodic Facade Inspection (PFI) regime under the Building Control Act, which requires the entire external facade of qualifying buildings to be professionally examined at regular intervals.
What makes tile cladding distinct from a curtain wall or a metal rainscreen is the sheer number of small, individually-bonded elements and the fact that the critical failure — loss of adhesion — is invisible from the tile face. A tile that has completely debonded can look identical to a sound one until it is tapped or until it falls. A dedicated tile cladding inspection is designed to surface exactly this hidden condition across every elevation.
The Falling-Tile Problem in Singapore
Falling external wall tiles are a well-known public-safety hazard in Singapore and one of the reasons facade inspection was made mandatory. Adhesive-fixed tiles do not fail on day one — they fail slowly, over fifteen, twenty or thirty years, and then let go without warning. Understanding the mechanism is central to inspecting for it.
The core problem is differential movement. The tile, the adhesive or cement-sand bedding, and the concrete substrate behind it all expand and contract, but by different amounts. Under Singapore's relentless daily thermal cycling — a sun-baked west elevation can swing tens of degrees between noon and a monsoon downpour — the tile face and the wall behind it move against each other continually. Freeze-thaw damage is not a factor in our tropical climate, but repeated wet-dry and thermal cycling is, and over thousands of cycles it fatigues the bond at the tile-to-bedding interface.
Water ingress accelerates everything. Rain driven through hairline cracks, failed pointing and open joints collects behind the tiles. There it breaks down the cement-sand bedding, feeds carbonation of the mortar, corrodes any embedded metal, and builds up hydraulic and salt pressure that pushes tiles off the wall. As the bond degrades, the tile no longer rings solid when struck — it sounds hollow or drummy, the classic sign that an air gap has opened behind it. Once adhesion is largely lost, only friction and the surrounding grout hold the tile in place, and a gust of wind, thermal shock or a minor impact is enough to bring it down onto the pavement, driveway or podium below.
Adhesive-Fixed vs Mechanically-Fixed Tiles
Not all tiled facades carry the same risk, and reading the fixing method is part of a competent inspection. The two broad systems fail in different ways.
Adhesive-fixed tiles — the great majority of ceramic, homogeneous and mosaic wall tiles — are simply bonded to the wall with cement-sand mortar or a proprietary tile adhesive. Nothing else holds them: the entire safety of the tile depends on that thin bond line remaining intact. When it degrades, the tile debonds and drops as a unit. This is the classic falling-tile scenario, and it is why hollow, drummy tiles are treated so seriously.
Mechanically-fixed cladding — used for heavier natural stone and granite panels — is anchored back to the structure with metal cramps, dowels or support angles, so the fixings carry the panel's weight even if the bedding mortar fails. These systems are more at risk from anchor corrosion, joint-sealant failure and progressive movement than from simple debonding. A tiled facade can also mix the two: light ceramic tiles on the general wall with mechanically-fixed stone at feature bands or the podium. Identifying which system is present on which zone shapes both what we look for and how the competent person grades the risk.
How Drone Tile Cladding Inspection Works
We inspect tiled facades under BCA's TR 78 technical reference for drone-based facade inspection, which sets the camera, flight and reporting standards a compliant survey must meet. A drone flies pre-planned paths across every elevation at a consistent standoff, so image scale and overlap stay uniform from the ground-floor tiling to the tiles at the crown of the building.
Two capabilities work together. High-resolution visual capture reads the surface evidence of failure across the whole wall — cracked, chipped, missing and lipped tiles, staining and rust weep, salt efflorescence bleeding through the joints, tenting where tiles have started to lift, and the tell-tale patches of previous re-fixing that mark zones with a history of debonding. This alone covers far more of the facade than a rope-access team could tap-test in the same time.
Radiometric thermal imaging then finds what the eye cannot: debonding itself. The air gap behind a hollow tile insulates it from the wall, so a debonded tile heats up and cools down differently from its well-bonded neighbours. As the sun warms the facade, those loose tiles show as distinct thermal anomalies, revealing at-risk zones — sometimes whole patches of failing bedding — long before a single tile has fallen. This is the same physics behind detecting spalling concrete delamination, applied to the tile-to-substrate bond.

Tiled Facades Under Singapore's PFI Regime
Under the Building Control Act, buildings more than 13 metres tall that obtained their Temporary Occupation Permit more than 13 years ago must undergo periodic facade inspection every 7 years. That obligation covers the whole external facade — tiled walls are squarely within it, and given the age profile of Singapore's tiled buildings, wall tiles are one of the most common defect sources the regime is designed to catch. When BCA issues a facade inspection order, the appointed competent person must assess the tiling alongside every other cladding type.
Tile findings are graded on BCA's category system. Light surface staining or isolated cosmetic cracking may be a lower category to monitor or repair in due course. But loose or debonded tiles at real risk of falling are treated as a serious defect — typically Category 3 — requiring immediate rectification and, where the hazard is live, protective hoarding or canopies to the areas below. The remedy is either re-fixing sound-but-loose tiles or hacking off and re-tiling failed zones, and the value of a full drone survey is that it pinpoints precisely where that work is needed rather than triggering blanket, wall-wide over-cladding.
