What Is Commercial Building Facade Inspection?
Commercial building facade inspection is the systematic assessment of the external envelope of a working commercial property — the office tower, shopping mall, hotel or mixed-use block — to confirm it is safe, watertight and free of the defects that lead to falling debris. In Singapore it is not a discretionary maintenance exercise: commercial buildings that meet the qualifying criteria fall squarely within the mandatory Periodic Facade Inspection (PFI) regime under the Building Control Act, alongside residential and institutional buildings.
The trigger is the same across building types. A building taller than 13 metres whose Temporary Occupation Permit was issued more than 13 years ago must have its full external facade professionally inspected every 7 years. For a commercial building the duty holder is the owner, the management corporation (MCST) or the appointed building or facilities manager — whoever holds responsibility for the property must arrange the inspection, appoint a competent person, and act on the findings. Missing the cycle or ignoring a facade inspection order carries real regulatory and liability exposure.
What differs is not the legal obligation but the building itself. A commercial facade in the Central Business District is a very different object from a plastered HDB block or a tiled condominium, and inspecting it well means understanding those differences.
What Makes Commercial Facades Different
Commercial buildings in Singapore are built to project a corporate or retail image, and that ambition shapes their envelopes. They make heavy use of glazed curtain walls, structural sealant glazing, aluminium composite and metal cladding, feature lighting and large-format signage. As a result the defect profile of a commercial facade skews sharply toward glazing, cladding and sealant failure rather than the plain reinforced-concrete spalling that dominates older residential blocks.
That distinction changes what a good inspection has to look for. On a fully glazed CBD tower the critical questions are the state of the structural silicone bonding the glass, the condition of insulated glass unit edge-seals, and the integrity of the fixings holding aluminium composite panels and signage in place — items that are largely hidden and give little warning at street level. A generic visual walk-around calibrated for concrete facades will routinely miss them.
The urban context raises the stakes further. Commercial buildings sit on the busiest streets in Singapore, with heavy pedestrian footfall directly beneath their facades and continuous vehicle traffic around them. A panel, glass pane or signage element working loose from height above Raffles Place, Orchard Road or Marina Bay is exactly the falling-debris scenario the PFI regime exists to prevent — so the elements most likely to detach are inspected with particular care.

Commercial Buildings Under Singapore's PFI Regime
Under the Building Control Act, buildings more than 13 metres tall that obtained their Temporary Occupation Permit more than 13 years ago must undergo periodic facade inspection every 7 years.
